The investigation did not justify Wilson, Bell said.
“While this case is one of the most significant moments in St. Louis’s history, the issue for this institution was simple,” Bell said. “Could we prove beyond reasonable doubt that when Darren Wilson shot Michael Brown, he committed murder or murder under Missouri law?”
“After an independent and thorough review of the evidence, we can̵7;t prove he did it,” Bell said.
“I also want to be clear that our investigation does not excuse Darren Wilson,” Bell said, stressing the difference between proving a case at trial and “removing it from any unlawful consequences.”
“There are so many points where Darren Wilson could have handled the situation differently, and if it had, Michael Brown could still be alive,” Bell said.
“However, this is not a question put to us. The only question is whether we can prove without reasonable doubt that a crime has taken place,” Bell said. “The answer to this question is ‘no’. I would be in breach of my ethical responsibilities if I made accusations nonetheless. “
